As much as you can define it, it’s meant to signify a strong blend of black teas (usually two or more) that will stand up well to milk & sugar. The names are largely arbitrary, but usually Irish Breakfast is meant to signify an exceptionally strong blend, because the Irish, by tradition, are known to drink very strong tea.
